Shandong Province is located on China's east coast, east to the Bo Sea and the Huang Sea with more than 3000 kilometers coastline. It faces the Korean Peninsula and the Japanese Isles across the sea, lies opposite to the Liaodong Peninsula and encircles the Bohai Bay. The unique geography makes Shandong Province the intersection of the economic belt along the Yellow River and the economic areas surrounding the Bo Sea, the Northern China and the Eastern China. The Province occupies 156,700 square kilometers. It has the largest population in China, of about 92.48 million. Besides the hometown of Confucianism and a source of ceremonies, the Province is an important base of resources in the country and plays an important role in the national economic layout. Since the policy of opening to the world and reform was implemented, Shandong's industry, agriculture, commerce is growing steadily and in the leading position. An all-dimensional, multi-tiered and wide-ranging opening pattern, involved in economics, technology, education and culture, is in the making.

 

 

 

Composition of High-tech Zone

济南高新区成立于1991年，是国务院批准的首批国家级高新区之一，分为中心区、出口加工区和市政府委托代管的东部新区。城市主干道经十路穿区而过，距绕城高速咫尺之遥，距济南国际机场只需15分钟车程。这里环境优美、交通便利，基础设施完善，是济南市对外开放的窗口和山东省重要的高新技术产业基地。先后规划建设了国家级留学人员创业园、济南高新技术创业服务中心、齐鲁软件园、出口加工区等国家级产业园区。2007年，济南高新区实现工业总产值659亿元，总收入780.7亿元，工业增加值168亿元，利税86.4亿元，财政总收入30多亿元，实现出口创汇15.6亿美元。

 

Long history, profound culture, development of science, technology and economy helped form High-tech Industrial Development Zone of Jinan. Green hills around, wide road across, there are some cultural sources and the Olympic Centre in the zone, and also the new park－China International ICT Innovation Cluster.

Founded in 1991, Jinan High-tech Industrial Development Zone is one of the first state-level high tech zones approved by the Stat Council, composed of Central District, Export Processing District and Eastern New District that is managed for the municipal government. The key road-Jingshi Road passes through the zone. It is near the around-city expressway and takes only fifteen minutes to Jinan International Airport. With beautiful environment, convenient transportation and complete infrastructure, the zone is a window of Jinan opening to the world and an important high-tech industrial base in Shandong Province. In the zone, the state-level Pioneering Park for Overseas Chinese Scholars, Pioneering Service Center, Qilu Software Park, Export Processing District and some other national industrial parks have been set up. In 2007, gross value of industrial product of the zone reached ￥65.9 billion, total income ￥78.07 billion, industrial added value ￥16.8 billion, profit and tax ￥8.64 billion, total budgetary revenue over ￥3 billion and earned export exchange ＄1.56 billion.

 

Infrastructure

 

高新区积极实施以道路建设为主体、与城市功能相配套、适度超前的基础设施体系建设。这里环境优美，交通便利，基础设施完善。济南市交通主干道经十路、工业南路、世纪大道穿区而过，西邻济南奥林匹克中心，东接章丘龙山文化发源地，南面是葱翠山峦，北面距济青高速公路和济南国际机场仅需15分钟车程。区内基础设施完善，大面积地进行了园区绿化，绿化率达40％以上，实现了供水、燃气、热力、电力、电信等"七通一平"。建设了现代化的实验学校、国际学校、幼儿园、居住小区，成立了行政审批服务中心，建立了投资、金融、人才交流、会展、保险、法律、公证等支撑服务体系，实行规范化“一站式”办公，为入区企业构建安全、稳定、公正、有序的良好环境。

济南国际会展中心座落于济南高新技术产业开发区中心地带，占地300亩，总建筑面积15万平方米，系全国第三江北第一大展馆，主楼豪华气派，辅楼为四星级商务酒店及高档写字楼，展厅可设4000个国际标准展位。会展中心拥有不同类型风格及规模的会议厅、多功能厅、宴会厅、报告厅、贵宾厅、新闻发布中心等30间，其中国际报告厅1100平方米，可容纳800人。

The infrastructure system of High-tech Zone attaches importance to roads and is adapted to and moderately ahead of urban functions. Now the zone has beautiful environment, convenient transportation and complete infrastructure. Three important roads, Jingshi Road, Gongye Nan Road, Century Avenue, pass through the zone. In the west, there is Jinan Olympic Games Center; in the east, there is the source of Zhangqiu Longshan Culture; in the south, there are green mountains; in the north, it takes only fifteen minutes to get to Jinan-Qingdao highway and Jinan International Airport. The afforested area covers 40% of the zone. Water, fuel gas, electricity, heating and communications are well arranged. There are modern experimental school, international school, kindergartens, and living quarters. The supporting service systems contain investing, financing, talented people exchange, exhibition, insurance, legal service and notarization. The administrative service carries out normalized one station type. All give a safe, steady, fair and orderly environment to the enterprises in the zone.

Covering 300 mu and with total area of 150,000m2, Jinan International Exhibition Center is situated in the center of High-tech Industrial Development Zone of Jinan. It is the largest in the North of the Yangtze River and China抯 third largest exhibition hall. The body building is of great demeanor. The others are four-star-rated business hotels and top office buildings. 4000 international standard exhibition booths can be arranged in the exhibition hall. There are altogether 30 halls and rooms of different style and size, Conference Hall, Multi-function Hall, Report Hall, VIP Hall, Press Center, to name just a few. Self-innovation

   自主创新能力不断提高。通过不断增加科技投入，深化“产学研”合作，加快科技成果转化，促进了区内企业技术创新能力的提升，形成了一批具有自主知识产权的核心技术和产品。高新区目前有高新技术企业270多家，高新技术产品560多项，具有自主知识产权的产品占85%以上。累计实施市级以上科技项目1420多项，其中，国家火炬计划项目130多项。加强了创新平台建设，先后建成了软件测试技术服务平台、生物技术开发平台、环保专业技术开发平台、综合技术服务平台、信息咨询服务平台，建设了30余个省级以上各类技术（工程）中心，省级以上重点实验室27家。

Capacity of self-innovation is being enhanced. Because of increasing technological input, deepening cooperation between production, study and research, and speeding transformation of technical achievements, the self-innovation ability keeps improving. At present, in the high-tech zone, there are 270 high-tech companies, 560 high-tech products of which 85% owns independent IPR. 1420 technological projects on municipal-level and above have been implemented, of which 130 were on national level. Service platform for software testing, development platform for biological technology, development platform for environmental protection, service platform for comprehensive technologies, service platform for information consulting, over 30 technical (engineering) centers and 27 key laboratories on provincial level and above have been set up.

 

 

国家信息通信国际创新园

China International ICTêInnovation Cluster

    2006年底，国家科学技术部、商务部、信息产业部与山东省人民政府联合在济南高新区共建CIIIC(China International ICT国家集成电路设计产业化基地也落户开发区。CIIIC总体目标是重点承载“研发创新、孵化加速、产业发展、高端服务、辐射带动”等五大功能，规划为 “一园（CIIIC）两区（研发区、产业区）”。研发区：充分利用中心区现有资源，主要承载研发创新、创业孵化、总部运营等功能，建设研发基地、孵化基地和总部基地。研发基地主要承载IT及相关产业的研发创新功能，孵化基地以软件产业发展和IT产业创业孵化功能为主。总部基地定位于推动国内外电子信息企业总部、研发中心、营销与采购机构的大规模集聚和高效运营。产业区：主要承担IT及相关产业大规模制造功能。重点发展计算机、网络通讯、数字化装备产业集群，建设3C产业基地、数字装备产业基地、集成电路生产基地。CIIIC立足规划建设成为：实现我国IT产业自主创新战略的核心区，推进科技机制体制创新的试验区，整合利用全球IT产业创新资源的领航区，世界一流的IT产业聚集区。

目前，国家信息通信技术研究院已经建设完工，总投资近亿美元的美国百利通石英振荡器项目已经在这里落户，同时储备了12英寸集成电路等一批大项目；国家新闻出版总署命名的动漫产业发展基地也落户其中。

At the end of 2006, Ministry of Science and Technology, Ministry of Commerce, Ministry of Information Industry and the People's Government of Shandong Province cooperated to build China International ICT Innovation Cluster. At the same time, Jinan was named City of Service Outsourcing base and City of Exporting Innovative base. Later, National Integrated Circuit Design Industrial Base settled in the zone. The general aim of CIIIC is to undertaking five functions that is R&D innovation, quickening incubation, industrial development, high-end service, emission and leading, and is planned to have one CIIIC park and two zones (R&D zone and Industrial zone). In the R&D zone, the present resources in the central district will be fully used to undertake such functions as R&D innovation, incubating for start-up companies and headquarters operation. In this zone, three bases will be built. R&D base and incubating base are respectively for their literal functions of IT and relevant industries. Headquarters base is positioned to promote large-scale clustering and high-efficiency operation of electronic information companies at home and abroad, R&D center, marketing and purchasing organization. The industrial zone is mainly engaged in bearing large-volume manufacturing of IT and relevant industries. It pays attention to computer, internet communications and numeric control equipment. There will also be three bases, that is, 3C industrial base, numeric control equipment base and integrated circuits base. And for CIIIC, it is planned to be a core zone of national IT industry self-innovation strategy, a experiment zone for promoting technological system innovation, a leading zone to utilize global IT industrial innovative resources and a cluster for world first-class IT industries.

At present, China Information Communications Technology Institute has been completed. There have been USA Pericom抯 quartz oscillator project with about ＄100 million investment, 12-inch integrated circuit project and Animation & Games Industrial Development Base named by State General Administration of Press and Publication.

 

 

中国济南留学人员创业园

Jinan Pioneering Park for Overseas Chinese Scholars

   中国济南留学人员创业园成立于1999年，是科技部、人事部、教育部和国家外专局确定的首批国家级留学人员创业园，旨在鼓励和扶持高层次海外留学人员回国创办高科技企业。园内设有北美、欧亚、韩国、日本等海外科技人才创业基地及高新区博士后科研工作站，并搭建了良好的智力支撑平台和对外交流合作平台。

目前，创业园孵化面积总计62000平方米，其中高层次人才公寓6500平方米。吸引来自美国、日本、英国、法国、德国、瑞士、加拿大、俄罗斯等十七个国家和地区留学人员创办的入园企业累计达365家，注册资本达2.28亿元；聚集各类高层次人才2700余人，其中博士183人、硕士346人；在孵高科技项目480余项，申报各类专利500余项。创业园已成为海外学子、华侨华人归国创业、实现梦想的首选之地和温馨港湾。

Jinan Pioneering Park for Overseas Chinese Scholars

Founded in 1999, Jinan Pioneering Park for Overseas Chinese Scholars is one of the first national parks for overseas Chinese scholars granted by Ministry of Science and Technology, Ministry of Personnel, Ministry of Education and State Administration of Foreign Experts Affairs. The park aims to encourage and boost high-level overseas Chinese scholars to start high-tech enterprises home. In the park there are pioneering bases for technicians from North America, Euro-Asia, Korea and Japan, and high-tech zone postdoctoral science research workstations as well. Thus there is a good intellectual support platform and foreign exchange & cooperation platform.

The 62,000m2 pioneering park, of which 6500m2 is talented people apartment, attracts overseas students from seventeen nations and regions like the USA, Japan, Britain, France, Germany, Switzerland, Canada and Russia. They started 365 enterprises with register capitals totally ￥228 million. There are 183 doctors and 346 postgraduates among about 2700 talents. Nearly 480 high-tech projects are under incubation and about 500 projects have patents. The pioneering park has been the first choice for overseas scholars and Chinese to fulfill their aims.

Jinan New & High-tech Pioneering Service Center

    济南高新技术创业服务中心成立于1992年，是经科技部认定的国家级科技企业孵化器。创业中心以促进科技成果转化、培育高新技术企业及企业家为宗旨，以“一切为企业着想、为企业创造价值、让企业百分之百满意”为己任，通过整合技术、人才、资本、信息、市场等社会资源，全力打造优良的创新创业环境，为科技人员创业和科技企业成长提供全方位、专业化服务。

目前，创业中心拥有火炬大厦、留学人员创业园、大学科技园、环保科技园和中国-乌克兰高科技合作园等孵化基地，总面积达40万平方米。累计培育中小科技企业1000余家，其中留学人员企业365家；毕业企业489家，其中收入过千万元企业63家、过亿元企业15家；转化各类科技成果1200项，其中440余项达到国内外领先水平；毕业企业累计实现产品销售收入130亿元、利税15亿元，出口创汇4亿美元。创业中心已成为国家创新孵化体系的重要组成部分和济南市自主创新的重要源泉。

 

Jinan New & High-tech Pioneering Service Center

Founded in 1992, Jinan New&High-tech Pioneering Service Center is a state-level technological incubator for enterprises certified by the Ministry of Science and Technology. With aim of boosting transformation of technological achievements and cultivating high-tech enterprises and entrepreneurs, regarding 揳ll is considered for enterprises; creating value for enterprises; 100% satisfaction for enterprises?as its responsibility, the center is building a good innovative environment and providing all-round and specialized service for technicians and enterprises by reorganizing technology, talented people, capitals, information, market and so on.

There are such incubating bases as Torch Building, Jinan Pioneering Park for Overseas Chinese Scholars, University Technology Park, Environmental Protection Technology Park and Sino-Ukrainian High-tech Cooperation Park in the 400,000m2 pioneering service center. Over 1000 small and medium technological enterprises have been cultivated here among which there are 365 enterprises started by overseas scholars, 489 enterprises by graduates, 63 enterprises?revenue surpassed ￥10 million and 15 surpassed ￥100 million. They have transformed 1200 technological achievements among which about 440 reaches the top level home and abroad. The sales income of Enterprises started by graduates accumulated ￥13 billion, profit and tax ￥1.5 billion and earned export exchange ＄400 million. The pioneering service center plays an important role in the national innovation incubating system and an essential source of Jinan self-innovation.

 

 

齐鲁软件园

Qilu Software Park

    齐鲁软件园1997年3月齐鲁软件园被国家科技部认定为全国首批“国家火炬计划软件产业基地”。2001年7月被国家发展与改革委员会、国家信息产业部认定为“国家软件产业基地”。2006年“国家信息通信国际创新园（CIIIC）” 、“国家软件出口（创新）基地”、“国家服务外包基地城市”示范区等三个“国字号”招牌也先后落户齐鲁软件园。

齐鲁软件园坚持“营造环境、拉动产业、促进发展、共同提高”的园区发展思路。紧紧围绕产业拉动、园区规划建设、企业服务三大任务，通过为企业打造“人才平台、技术平台、企业联盟”的服务环境，突出人才集聚、技术支撑、产业国际化、集成联盟四项重点工作。齐鲁软件园经过十几年的发展，已成为山东省乃至华东地区重要的软件产业基地。现有550家入园企业，经科技部认定的骨干企业11家，规模以上企业29家，销售收入过亿元企业7家。64家企业通过了ISO9000国际质量体系认证，15家企业通过CMM/CMMI认证，拥有自主知识产权的软件产品600余种，从业人员达3万多人。

齐鲁软件园是“国家服务外包基地城市示范区”。目前已有36家企业开展离岸服务外包业务，从业人员3000多人，服务对象涉及日本、美国、加拿大、巴基斯坦、香港、台湾等国家和地区。2007年出口额达1亿美元，服务外包企业数量占山东省80％以上。

齐鲁软件园占地面积6.5平方公里，按照“山、水、绿、园”的设计理念，秉承“人文、自然、科技”设计思想，目前已建成23万平方米的孵化区，入驻率95%以上；产业小区32万平方米；企业研发基地27万平方米；电子产品生产基地40万平方米；人才培养基地15万平方米；配套设施（含住宅）80万平方米。其中直径近400米的标志性环型建筑创业广场，建筑面积达15.6万平方米，是迄今为止世界上最大的单体环型建筑，大楼内部围合了占地120亩的景观公园，与环外三山休闲文化带融为一体，极大的丰富了入驻软件科研开发人员的视觉感受。为企业创造了优裕、舒适的现代办公空间和发展空间。

齐鲁软件园与许多国际著名公司开展了广泛的专业协作与技术交流。为适应迅猛发展的信息产业和软件产业，创办了齐鲁软件学院，现在校生3500余人，被国家教育部和国家发改委批准为国家软件教育示范性学院。

自2000年以来齐鲁软件园经济指标以每年超过50％的速度递增，2007年园区实现技工贸总收入303亿元，利税13.5亿元，在全国软件产业基地中位居前列。

Qilu Software Park

In March 1997, Qilu Software Park was certified as one of the first Manufacturing Bases of Software Industry of National Torch-Programme by Ministry of Science and Technology. In July 2001 it was granted as National Software Industry Base by State Development and Reform Commission and Ministry of Communications. In 2006, three titles successively came to the park, which are CIIIC, National Software Export (Innovation) Base and National Service Outsourcing Base City Model Region.

Holding to 搈aking environment, fuelling industry, boosting development, growing mutually? Qilu Software Park revolves around three tasks which are industry fuelling, park planning and construction and service for enterprises, builds talented people platform, technology platform and enterprise union, and attaches importance to four takes that talents clustering, technological support, industry internationalized and enterprise alliance. Over about ten years, the park has grown to be an important software industry base in Shandong Province and even in East China. There are 550 firms in the park, of which 11 are key enterprises certified by Ministry of Science and Technology, 29 with large scale, 7 reached ￥100 million sales income, 64 have passed ISO9000 International Quality System Certification and 15 have passed CMM/CMMI certification. In addition, there are over 600 software products owned intellectual property rights, and about 30,000 workers.

Qilu Software Park is National Service Outsourcing Base City Model Region. 36 firms have had service outsourcing business on board. About 3000 workers are serving customers of Japan, the USA, Canada, Pakistan, Hong Kong and Taiwan. In 2007, the export volume achieved ＄100 million; Service outsourcing enterprises account for over 80% of those in Shandong.

The totally 6.5km2 park represents the designing idea of hill, water, green and park, and the idea of humanity, nature and technology. Now the completed area includes 230,000m2 incubating district with above 95% occupation, 320,000m2 industry district, 270,000m2 enterprise R&D base, 400,000m2 electronic products manufacturing base, 150,000m2 talented people training base and 800,000m2 integrated installations(including housing). The about 400m-diameter circle pioneering square covering 156,000m2 is the largest single circle construction in the world. 120-mu scenic garden are encircled inside, which is well blended with three hills leisure area outside, so as to enrich technicians?vision and create comfortable working environment.

Qilu Software Park carried out wide professional cooperation and technological exchange with many famous international companies. In order to catch up with rapidly developed information industry and software industry, Qilu Software College was established. Now there are about 3500 students in the college and it was granted as national software education model college by Ministry of Education and State Development and Reform Commission and Ministry of Communications.

Since 2007, the economic index of Qilu Software Park increases by 50% annually. In 2007, technology, industry and trade gross revenue of the park reached ￥30.3 billion, profit and tax ￥1.35 billion, on the top of national software industry bases. Qilu Software Park

Shandong University Qilu Software College

山东大学齐鲁软件学院坐落在齐鲁软件园内。学院整体建筑依山而建，风景秀丽，规划建筑面积35万平方米，在校生逾万人。以培养信息通信专业和软件专业高层次人才为主，兼有高等职业技术教育和远程教育、继续教育的职能。是济南市信息通信人才培养基地。

Shandong University Qilu Software College is located in Qilu Software Park, covering 350,000 square meters. Scenic hills surround the college where over 10,000 students are studying. The college focuses on fostering talented people majored in information and communications as well as software, meanwhile with functions of high vocational education, distance education and continuing education. It is a base of Jinan information & communications talented people.

 

 

济南出口加工区

Jinan Export Processing District

    位于经十东路以南，东绕城高速以东，规划面积10平方公里，一期建设用地3.2平方公里，成立于2003年3月，是国务院批准的国家级出口加工区。目前，按照国家有关部门的要求，设立了管理机构和监管机构，同时，基本完成了围网内各项基础设施和配套设施建设，引进了艾斯博特种运动车、冠世时装、瑞博特制药等项目10余个。下一步，将进一步完善面向外向型经济的各类配套设施，大力开展招商引资，逐步建设成为集加工贸易、陆路口岸和保税物流为一体的外向型产业聚集区。

   North to Jingshi Donglu Road, east to around-city expressway, Jinan Export Processing District, a state-leveled exporting processing district approved by the State Council was founded in March, 2003, with planning area of 10 square kilometers. According to requirements, management and supervising organizations were set up. At the same time, construction of infrastructure and installations basically finishes. After introducing in about 10 projects like Mega Crown Garments and Tripardus Pharmaceuticals, the district is engaged in attracting investments from overseas, and becoming export-oriented industries intensive district integrated with processing trade, land port and bonded logistics.

 

   近年来，济南市委、市政府做出了“举全市之力建设高新区”的重大战略决策。高新区，站到了新的起点上。按照“形成全市经济增长极、建设全国一流高新区”和建成“高新技术产业密集区、先进制造业聚集区、对外开放示范区、现代化新城区”的目标定位，这里将成为济南市发展高新技术产业的龙头、济南市先进制造业的基地、济南市发展外向型经济的样板、展示济南形象的东部新城。

    孙村新区位于济南市区东部，在一期41平方公里的发展框架范围内，集中进行了基础设施建设，加快建设各项源头配套工程，实现了“九通一平”。项目引进和建设也同步进行，大力引进以电子信息和交通装备业为主的大高外项目，将军烟草、轻骑标致、青岛啤酒、浪潮产业园、新华传媒、同欣工业园、吉利汽车、青年汽车、重汽工业园等一批项目已经落户。孙村新区的发展目标是建设信息通信产业和先进制造业的聚集区，成为CIIIC 产业发展区和以信息化技术引领的新型工业聚集区。

Situated in the east of Jinan, Suncun new district covers Suncun town and Dazheng model area. 现代服务业经济带——位于经十东路高新区段。经十路不仅是济南市重要的交通干道，也是体现济南现代化都市的经济带和景观走廊。经十东路高新区段居于廊道的核心位置，依据济南市总体规划，该区域是济南市金融商贸中心，根据高新区及创新园建设的总体部署，规划策划了经十东路高新区段“CIIIC现代服务业经济带”设计方案。“CIIIC现代服务业经济带”全长约3.7公里，包括金融商贸总部基地、创意产业基地、文化产业基地、IT产业基地，总用地面积约2.5平方公里。目前，IT总部基地、创意产业基地、文化产业基地已经开工建设。其中，金融商贸总部基地是CIIIC管委会即将着力打造的体现现代化城市风貌的核心区域。金融商贸总部基地总用地面积约1000亩，总建筑面积约200万平方米。建筑造型要求新颖、简洁，充分体现现代建筑风格，并形成良好的沿街景观和现代化城市风貌。

CIIIC modern service industry economic belt is situated in Jingshi Donglu Road high-tech section. Jingshi Road is not only a key road in Jinan, but also represents economy and scene of Jinan as a modern city.
